Jakarta, 1 October 2024 — The ASEAN Parliamentarians for Human Rights (APHR) are deeply concerned by the arrest of Cambodian journalist Mech Dara on 30 September 2024. Dara is renowned for his groundbreaking investigative reporting on human trafficking and the cyber scam industry in Cambodia.
Dara was arrested on Monday while travelling with his family from Sihanoukville to Phnom Penh by Cambodian military police in Sre Ambel District, Koh Kong Province.
Dara was charged with Incitement under articles 494 and 495 of the Criminal Code of Cambodia for his social media posts on 20, 23, 26, 28 and 29 September 2024. The charge carries a maximum prison sentence of 2 years. He is now being held at the Kandal Provincial Prison.
“The Cambodian government must release Mr. Dara immediately and unconditionally,” urged Mercy Chriesty Barends, Chairperson of APHR and member of Indonesia’s House of Representatives. “The government must ensure his safety and well-being.”
Dara’s significant contributions to journalism, particularly his investigations into online scam compounds in Cambodia, have shed light on exploitation and human trafficking issues. His efforts were internationally recognized last year when the US government awarded him the Hero Award for his courage in journalism.
Dara’s recent work, including posts about a quarry operation that were controversially labeled as fake news by local authorities, underscores the risks journalists face in their pursuit of truth and accountability.
APHR views that Dara’s arrest not only silences a critical voice but also sends an alarming message to the media community in Cambodia and beyond.
“We remind the Cambodian government of its obligations under international law to protect and uphold freedom of expression and the press,” said Arlene D. Brosas, APHR Board Member and the Philippines’ Member of Parliament.
Freedom of expression, including press freedom, is a fundamental right protected under the International Covenant on Civil and Political Rights (ICCPR), which its Article 19 guarantees the right of individuals and journalists to seek, receive, and impart information without undue interference. As a state party to the ICCPR, Cambodia has international obligations to respect, protect, and fulfil the right to freedom of expression, including press freedom.
“The media is one of the pillars of democracy essential for protecting human rights and promoting transparency and accountability,” she emphasized.
Freedom of the press is fundamental to a functioning democracy. APHR thus stands in solidarity with Mech Dara and all journalists in Cambodia who bravely continue their work under increasingly difficult circumstances.
