Consultancy Notice – Monitoring and Evaluation (M&E) Consultant

As part of the ASEAN Parliamentarians for Human Rights (APHR)’s efforts to strengthen its internal capacity, and after careful consideration of the circumstances and the work required for the current period, the annual planning process has revealed the need for more robust Monitoring and Evaluation (M&E) support to help determine the sustainability and strategic directions of the organization.

In addition to the objectives mentioned earlier, it is important to highlight that this year will involve key M&E and organizational assessments, which will contribute to the development of a 5-year strategic framework and a 3-year grant proposal. These assessments will provide valuable insights into APHR’s performance and impact, guiding the organization’s future direction and resource mobilization efforts.

Furthermore, it is worth noting that the organization’s Board Executive Committee (ExeCom) has made a strategic decision to actively support and enhance the M&E processes at APHR. Recognizing the importance of robust monitoring and evaluation, the ExeCom has enlisted the assistance of the M&E Consultant to strengthen these processes. This collaboration aims to ensure the effective measurement of outcomes and the overall success of APHR’s programs and initiatives.

The Consultant will be responsible for the following tasks:

  • Provide support and act as the focal point for the project impact evaluation, which will be contracted by the Swedish International Development Cooperation Agency (Sida).
  • Coordinate and manage the collection and processing of data for the systematic assessment of the APHR Strategic Plan 2019-2024.
  • Lead the development of a  M&E that consolidates all activity inputs and results, including updating existing M&E systems and templates.
  • Support the development and facilitate the process of creating a new APHR Strategic Framework, Theory of Change, and M&E Learning indicators for the period 2025-2030. This includes support work in conducting the Board Strategic Assessment and Planning Concept Paper and Program.
  • Support the new Executive Director in the development of APHR’s grant proposal, including the creation of a work plan and M&E indicators for the period 2025-2027.
  • Collaborate with the program team to draft the APHR terminal report for the years 2019-2024 (including 2024 annual report), which will be submitted to APHR’s core donors.

Contract duration: 7 (seven) months from June to December 2024

Location: Remote within ASEAN capital city

Line Management: The Monitoring & Evaluation (M&E) Consultant will report directly to the Executive Director

Consultancy Notice | Report Writer for International Parliamentary Inquiry – Southeast Asia: Inquiry on the Adverse Impacts of Industry Activities on the Environment in Indonesia

APHR is looking for a skilled report writer to support the Inquiry on the Adverse Impacts of Industry Activities on the Environment in Indonesia through documenting, synthesizing and highlighting the key findings of the inquiry in all three countries (Indonesia, Thailand and the Philippines).

Specific emphasis will be placed on:
How various industries impact the environment and local communities. Specifically exploring how it affects their health, livelihoods, and social dynamics. This inquiry aims to uncover and propose recommendations for environmental impacts such as Large Scale Deforestation, Depletion and Degradation of Marine and Coastal Resources and Pollution of Natural Water Resources.

The Inquiry aims to identify industry activities that have the most detrimental impacts to the environment and understand; how these industry activities affect local communities, and even communities across borders. And analyze the results of the inquiry and present specific recommendations and action plans of what can be done by parliaments, governments, business industries, and other key holders to mitigate (or stop) further environmental degradation.

The consultant will liaise closely with the Climate Change and Human Rights Program Coordinator. She will provide the consultant with guidance for the report writing. They will decide with the consultant on the outline and structure of the report before he/she starts writing and remain available at all times for support and coordination. The consultant will report to the Programs Coordinator for Climate Change and Human Rights.

  • Writing sample of a briefer or report on a similar issue published for advocacy purposes or for a broad and wide audience (avoid academic publications).
  • A quotation which informs a fixed amount of your proposed fees for the above-mentioned consultancy services.

Consultancy Notice: Layout Artist for the Malaysia Legislative Advocacy Toolkit

ASEAN Parliamentarians for Human Rights is looking for a layout artist to undertake the design and layout of the “Toolkit for Parliamentarians and Civil Society: Advancing human rights through the Malaysian Legislative Process: A Toolkit” based on existing templates and directions; design art works for the report; and provide APHR with the version of the Toolkit for printed and online distribution.

The consultant will liaise directly with the Programs Director who will provide the consultant with the final word format of the toolkit, the photos to use in the toolkit, and other relevant materials.
