Consultancy Notice: Researcher – 2023 Parliamentarians At Risk Annual Briefer

Globally, parliamentarians’ right to freedom of expression is increasingly being restricted and MPs are facing greater risk of reprisals simply for exercising their mandate or freely expressing themselves. Asia follows the same trend: according to the Inter-Parliamentary Union, it is the fourth most dangerous region for MPs. These attacks on MPs have significant consequences; for the individuals themselves who face threats to their right to liberty and physical integrity as well as to society as a whole.

Parliamentarians at Risk is a part of APHR’s efforts to document attacks on lawmakers in the Southeast Asian region and to advocate for lawmakers to exercise their mandates free from threats or interference.

APHR is therefore hiring an external consultant to draft the 2023 annual briefer on Parliamentarians at risk. Updates to specific cases will be required and to that extent some desk-based research and some interviews with some of the MPs will have to be conducted by the consultant.

Job Vacancy: Program Coordinator for Freedom of Religion or Belief

ASEAN Parliamentarians for Human Rights (APHR) is seeking an experienced and dedicated Program Coordinator to lead the organization’s work on Freedom of Religion or Belief (FORB).

The role will involve a significant amount of research and advocacy work, as well as wider program work aimed at advancing the role and effectiveness of parliamentarians in advancing the right to FORB in the region.

Among other things the Program Coordinator monitors developments in the area of FORB, liaise and identity strategic partners, designs advocacy strategies, draft a wide range of outputs, organize events workshops and missions, and complete other tasks necessary for the project’s success.

Job Vacancy: Social Media and Communications Officer

ASEAN Parliamentarians for Human Rights (APHR) is a network of progressive current and former lawmakers in Southeast Asia who use their unique positions to promote human rights and democracy in the region.

The APHR Secretariat is looking for a talented and creative Social Media and Communications Officer to join its expanding team.

Working with the Media and Communications Manager, the Social Media and Communications Officer supports the development and delivery of APHR’s communications strategy (including messaging, press releases, opinion pieces and social media content) and advises parliamentarians on their own public advocacy.

The successful candidate will have a background in graphics design, social media management and communications in a PR or the NGO sector, excellent design and video editing skills, and have innovative ideas and approaches to improve APHR’s visibility and digital presence in the region.

[EXTENSION] Consultancy Notice: External Consultant for the Philippine Legislative Advocacy Toolkit Development

APHR is looking for a consultant to draft a short, pedagogical, and engaging toolkit explaining the different steps in the legislative procedures in the Philippines. The toolkit will be presented as a practical and accessible tool for APHR’s staff and members, members of parliament in the Philippines and their staff, and key civil society partners. The output will be published online, launched through a national level workshop with APHR Members, the researcher, and members of civil society in the Philippines. The toolkit will be based on a research output that is already available.
