International parliamentary inquiry (ipi)

PURPOSE &

METHODOLOGY

ASEAN Parliamentarians for Human Rights (APHR) has launched the International Parliamentary Inquiry (IPI) into the global response to the crisis in Myanmar with the purpose of  providing strategic, principled, achievable, and timebound policy recommendations to international actors so that they can better work towards an end to the violence, and a return to a path towards democracy, in Myanmar. ​​In order to do so, we need to assess the response of international actors in order to identify creative and effective diplomatic and economic options that could positively influence developments in Myanmar.

In the 15 months since the coup in Myanmar, the global community’s response to the continuing atrocities committed by the Military has fallen woefully short of international obligations and standards, including the atrocity prevention, and the humanitarian imperatives. The Myanmar Military continues to engage in acts which the UN High Commissioner for Human Rights says may amount to “crimes against humanity and war crimes.”

GUIDING QUESTIONS

Written and oral submissions to the IPI should aim to answer any of the following questions:

  1. How can international actors improve their response to the crisis in Myanmar?
  2. How can, and should, governments engage and support the democratic opposition, civil society, and ethnic organizations?
  3. What has the UN contributed to resolve this crisis so far? What else can be done given the impasse at the UNSC? 
  4. What has ASEAN contributed so far in resolving this crisis? What else can be done? 
  5. What alternative mechanisms or actions could be considered to influence the situation in Myanmar? 
  6. How can the international community/governments support justice for victims and provide redress for the junta’s crimes? 
  7. To what extent is humanitarian aid reaching the people in need in Myanmar? What can be done to ensure effective delivery of aid? 
  8. What protection is being given and what is lacking for Myanmar refugees?
  9. What may have triggered the coup? How did the international community contribute to the environment and situation in Burma that eventually resulted in the  coup?

The analysis of the international response to the coup in Myanmar and the recommendations by the IPI committee of representatives to the global community will be presented in a report to be published in November 2022.
